For the Warrior of Light and the Eorzean Alliance, Kugane serves as the crucial gateway to the eastern continent during the conflict to liberate Doma from Garlean rule in the Stormblood expansion.

The city operates under the strict policy of sakoku (closed country), enforced by the ruling Bakufu. Foreigners are legally confined to the designated Ijin District and are forbidden from traveling into Hingashi's interior. Kugane was established as the sole exception to this policy—a controlled valve for foreign interaction. The Bakufu, Hingashi's military government led by a shogun, permits limited trade and diplomacy within Kugane's confines to acquire necessary goods and intelligence without compromising the nation's sovereignty or peace.

The city is meticulously managed to balance economic benefit with security. Shirogane

A tranquil, residential quarter located across a bridge from the main city. Following a later expansion, Shirogane was opened as a residential district for adventurers, offering plots of land for Free Companies and private estates. Kugane Tower

The city's most defining landmark, Kugane Tower is a towering, multi-tiered pagoda that pierces the skyline. Reaching the very top to ring the golden bell at its peak is considered a significant feat of agility and patience.

Life in Kugane is a study in contrasts and controlled exchange. The native Hingans are generally polite but reserved towards outsiders, adhering to strict social protocols. The city's culture emphasizes aesthetics, cleanliness, and order, reflected in its immaculate streets and beautifully maintained gardens.

The presence of foreigners has inevitably led to cultural fusion, particularly in the Ijin District. One can find Hingan craftsmen adopting slightly foreign techniques, or foreign chefs attempting local cuisine. However, this mingling is superficial by design; deep cultural or political exchange is discouraged by the state.

The Sekiseigumi are central to maintaining this balance. They are not merely guards but are expected to embody the principles of bushido—honor, duty, and justice.
